Rice as a prepared food can be bought from Chef players (try to search their stalls - read the Trade Center article); if you ask about the rice seeds you will find them in the 'Seed' tab when talking to a Farmer NPC.

All of the cooks in the starter towns should have this recipe. We just need people to actually verify that they are. I just didn't add them at the time as I was in a hurry to get as much information on the Wiki as I could.
